To conquer the enemy it is necessary to be able to hate him at first
The basic target of the terrorists is not people perished in the time of terror act, but origin target is alive community
As in the any war to gain a victory fighting against terror is possible at that time when hate and rage against the enemy prevail over fear and excitement in the motions of the people.
Today the greatest misfortune worrying all over the world may be or it is a terror. It is true that, terror is not being understood in the world univocally. So, some consider it to be a terror event against the mankind indeed, others consider it to be a religion struggle, some consider it to be a heroism for the sake of the Motherland, but the rest consider it to be an area of activities being carried out to establish democracy in the world. It is already known that world has been built on the interests. At the last moment, there are some who support this misfortune damaging mankind itself, but there are some who fight with him really. But I will try to put a light on the solving of terror problems, not on the judgment of countries or forces in my today’s script. Let us discuss at first, which are the effective methods of fighting against terror and its carriers.
To destroy the social base of terrorism
Terrorists must be admitted to be an enemy in concrete, not a hero among their ethnic groups. It is necessary to create necessary political conditions to let people and ethnic group which “grow” these terrorists damn and yield them to the justice.
By perfecting its tactics terrorism develops gradually. If someone take anybody hostage, so he tries to get something from the government in stead to free him. Let us suppose that government agrees with him. But if concrete demands are not put forward, then the situation of «to die before time” arises, so to prevent becomes very difficult. At first, terrorists take people hostage; they torture them and perish together with them at the end. Necessary measures and preparation of all population are needed here.
For instance, if each citizen was military prepared and there were much more armed people in the society, would not it be possible to prevent the terror act in Azerbaijan State Oil Academy? It is pity that Azerbaijanian people are being brought up with fear.
If each young citizen had been taught military preliminary courses at school, learnt the rules of usage of weapon, took an active military service, could any stupid one enter the higher education establishment and kill men met him? At all! But it happened, because the young are afraid, everybody thinks of himself, hides, but it causes his death and death of others. In the place of event the special appointed forces also are afraid, because they also have been brought up in this society as a result, there is a fear in their inside. When 20-30 members of mobile police team were looking for the rooms of the university, they feared irrelevantly and demonstrated fear obviously. But without doubt, strengths balance was in the favor of the special appointed forces, so, there was only a person in the target simply. But it was impossible to avoid the fear.
İ`d like to compare additionally. Let us glance at the history. Let us look, what was the difference between the life manner of people lived in the mountains and in the plain. How was the culture of the people lived in the plain developing? Industriousness, obstinacy, diligence were their specific features. But there was a little productive land in the mountains. People in the mountains very often came down to the plain and robbed public there in order to lead normal life. In other words, coarseness, hate and rancor are genetic features belonging to the people and they have been formed in this way.
How the people lived in the plain accepted those in the mountains. Probably, like a non-intellectual, stupid, robber and rough one. But how the people in the mountains appreciated those in the plains? They were looking at them like an oppressed man and of course, it was their base of food.
And that is why sometimes it becomes impossible to fight against terrorism effectively due to these psychological features. People are afraid for their lives. But they do not understand that if they are much more afraid, probability to lose lives is also much. Even in the extreme situations contrary rule leads: if we value our life less, we shall have much chance to guard it!
In the childhood the boys are educated by women in the kinder-garden. The basic task in these upbringing establishments is to make children be obedient. Not clever, strong, active, successful, but namely obedient.
Sometimes we hear war slogans in the society. They say that if Supreme Commander-in-Chief gives the war order, we all shall go to the front. But they do not prepare to the war like this!
Let us take, The Great Patriotic War. Preparation and upbringing system of the young was radically different that time. All people were fan of parachute jumping in 1936. This kind of sport had already spread like illness among the youngs.
It is necessary to take into consideration that it is impossible to fight with terrorists with such specific psychical situation which most people have. Let us imagine for a moment: terrorist enters the cafe and he makes people lie to the place holding weapon in his hand. People run to different directions. In such case the terrorist will not achieve success to kill a lot of people. But people run. In this case the terrorist can not kill a lot of people. But fear directs the people. All think that he will kill him suddenly, therefore they lie quietly and the terrorist gets the opportunity to kill all one by one.
Which type of people may be easily controlled: clever, obedient people or crying and running ones to different directions? In such circumstances they must not show themselves like clever and literate, they must run wildly. But for this purpose it is necessary to enter the definite psychical situation and this may be result of many years` trainings.
Moreover, the need of widely spreading of means of private defense is felt in the society. These means may numb or injure the target.
It is true; some people will think that such increase of the means among people may cause the criminal situation to grow heavier and criminality to extend gradually. Even after the terror act in Azerbaijan State Oil Academy, slogans were sounding in the government and in Milli Mejlis: sale of sport rifles, hunter weapons, gas pistols should be liquidated and strong state control be implemented in this area.
Let us think now, if the guard of the university had an electroshock or gas pistol in his pocket in the time of terror act in Azerbaijan State Oil Academy, might Farda Gadirov kill such a lot of people? At all, he would not be able to do it and he would be rendered harmless in the short time. If we fight against terror indeed and we live in the country being in the war condition, then public policy must serve people as a background to a number of habits and abilities. But the most important point is that people must be together inwardly and be prepared to any situation. It is necessary to educate collectivity among people. In case it remembers the method of upbringing in the Soviet time, but now it is considered the most optimum politics.
It is written in some sources, books that anybody taken hostage has not to move willfully, even some honorable specialists advice to behave in this way. I have not considered putting up resistance to the terrorist willfully in my last investigation like an article about terrorism. Because, Azerbaijan society, simple citizens are not ready yet. Of course, weak-willed and unprepared people are forced to observe all demands of the terrorists.
But it causes harm to the whole process. Every citizen have to be prepared to such situations from childhood, they have to be taught how to behave in such extreme situations.
So the biggest mistake for prepared men is to be under terrorist’s command. Generally, it is an American approach: if thief attacks you with knife, if someone rapes your lady-friend, the third takes your money out from pocket, be silent, do nothing, police himself will punish them. This method can justify itself in a few cases, concretely it is not suitable for our life. To my mind, if the least and weakest man can use the opportunity, he will be able to win the biggest and strongest competitor. What is the concrete purpose? To keep guarding of man life in the maximum number. Is not it? Then relying on special appointed forces is not alternative yet.
I had read in the book of “It is difficult to be a God” that “Siege can not be without noise”. It is pity that terrorists are always prepared and they have time to be ready until special appointed forces attack. At first, terrorists choose suitable place for themselves: they may be prepared for any act of terror for month, but special appointed forces should to be prepared for any operation in a few hour, minute, even second.
Besides, when people taken hostage behave silent, terrorists become self-confident, more cold-blooded psychologically and they have a chance to kill all people. Even the strongest special appointed forces cannot win terrorists when people in hostage are silent.
As for me, people must run to different directions in the attack time. In this case the number of sacrifices becomes less. It is clear that to win terrorist without complex preparation of each citizen – man, woman, child and old people is impossible. Therefore instructions should be held constantly, popular preparation of the population in extreme situations must be carried out. It is necessary to teach people how to survive. It is necessary to educate physically healthy, strong and courageous youth. Pity that these features are already the past.
In my view, special prepared people should be used in popular ceremonies, concerts and holidays in order to control the mass in extreme situations.
As for me, the MASS-MEDIA representatives take a special role in fighting against the terror. So, press must be very attentive in the lightening of terror acts. Let us pay attention to the news published in newspapers and electronic press about known acts in Azerbaijan State Oil Academy. The journalists describing the terrorists like a frightful, strong and merciless will have done “terror” for the second time against wide community. They keep coward people under the fear. I think that the basic target of the terrorists is not people perished in the time of terror act, but origin target is alive community. The basic line of the fighting against terror passes from sense and souls of alive people. Therefore it is necessary to tan univocal attitude to the acts of terror and terrorists among people via MASS-MEDIA – bright, clean and open hate to the terror organizers and participants.
It is necessary to show terrorists most repulsive and oppressed, even weak points which they have not should be glued onto them. MASS-MEDIA must always propagate unhumanistic attitude to the terrorists. All must understand that terrorist is an enemy of the people; he is a Satan in the form of man. They have to awake not the sense of fear but the sense of hate simply.
Let us return to the history again… Why did we win The Great Patriotic War? It was said in the song: “Let the bright hate be in full swing like a wave”. Namely hate and rancor cause the victory in the war. Only, then our antiterrorist activities will have real effect. This sense of hate must be tanned to us from the childhood.
How can we win the fear in critical situations? Only with detestable acts, hate and fear of abasement. Only brave people have the sense of humiliation. It is pity that this feature has not raised in our society yet.
